MINUTE entry before the Honorable Matthew F. Kennelly Plaintiff's motion for leave to file under seal [5] is granted. Plaintiff has also moved for entry of an ex parte temporary restraining order. The complaint in this case names 81 defendants. In the Court's view--particularly due to the need to assess personal jurisdiction and amenability to electronic service of process on an individual basis--no more than 15 defendants may be properly joined in a single case of this type. Plaintiff's motion for entry of a TRO [6] is therefore denied, without prejudice to renewal if and when plaintiff files an amended complaint or an amended "schedule A" naming no more than 15 defendants.
